That Resolution , as attached hereto, entitled “PROPOSING AN AMENDMENT TO THE REVISED CHARTER OF THE COUNTY OF MAUI (1983), AS AMENDED, TO PROVIDE THAT THE MANAGING DIRECTOR SHALL BE APPOINTED BY THE COUNTY COUNCIL TO FUNCTION AS THE COUNTY’S CHIEF OPERATING OFFICER, WITH THE ELECTED MAYOR RETAINING THE POWER TO REPRESENT THE COUNTY IN INTERGOVERNMENTAL RELATIONS, APPROVE OR VETO BILLS, AND NOMINATE MEMBERS OF BOARDS AND COMMISSIONS,” be PASSED ON FIRST READING and be ORDERED TO PRINT.”

The council on Dec. 4 adopted Resolution 15-155, establishing an 11-member special committee to review the county manager form of governance for the County of Maui, and if warranted, make recommendations to the council on how the form should be structured.
Duties:
The Special Committee on County Governance is established to:
- Consider whether establishing a county manager form of government for the County of Maui would improve management and operation of County government;
- Make written recommendations to the Council on whether the Charter should be amended to establish a county manager form of government and, if so, how the form should be structured; and
- If a county manager form of government is the Special Committee’s recommendation, prepare a proposed Charter amendment.
